How do I apply for a St Kilda parking permit?
- Check your address against Port Phillip permit areas on where can I park with my permit.
- Create or sign in to My Port Phillip and apply for resident, combined, foreshore, or visitor.
- Resident, combined, and foreshore permits live in the digital wallet from June 2025. Visitor cards still arrive laminated.
- Display the visitor card on the passenger-side windscreen. Digital permits are read from the plate.

What does each permit actually buy?
- Resident: One nominated vehicle in your designated area, no time limits in permit and 30-plus-minute zones beside 100 percent residential property. One year $94. Source: resident parking permit.
- Combined resident plus foreshore: Resident rights plus free foreshore parking within time limits in designated locations. One year $160.
- Foreshore: Foreshore permit zones only. One year $76.
- Visitor: Guests visiting the linked residential property. One year $133. Concession $28 flat across types.

A resident or visitor permit is valid in permit zones, time-limited green signs of 30 minutes or longer, and paid bays, only when you are attending the linked property and parked in front of or adjacent to a 100 percent residential property. It is not valid at commercial, retail, mixed-use, or industrial frontages, community land, the foreshore (unless you hold foreshore or combined), clearways, no-stopping, loading, taxi, bus, car-share, disability bays, or off-street car parks. A (B) on the permit means a boundary street. You may park both sides between adjoining permit areas, still inside Port Phillip. Foreshore-boundary homes park on the residential side only.

Are visitor permits digital?
No. The digital switch from June 2025 covers Resident, Foreshore, and Combined only. Visitor permits have no digital coverage. Display the card clearly on the passenger side of the front windscreen so enforcement can read permit number, area, and expiry. A visitor permit is only valid while the driver is visiting the linked residential property. It is not a second resident permit, not a tradie all-day pass, and not an Airbnb guest pass. Can Airbnb hosts keep a residential parking permit?
No. Council is explicit: property owners cannot get or keep residential parking permits, including visitor permits, if they do not live at the property. Permits cannot be used for commercial purposes. Short-stay guests use paid street parking, a carpark, or tram 96. Resident streets are not a hotel driveway.
Does a permit work during the Festival or Grand Prix?
No. A permit does not beat a tow-away sign. On Festival Sunday the precinct is a tow-away zone. Fitzroy Street, Acland Street, Lower Esplanade, and Jacka Boulevard close. Residents inside the closure need the Festival vehicle access pass mailed in the area letter, which is a different product from this annual permit.
